Sign in to Adobe Developer Console and click on one of your projects using the Adobe Photoshop product. Copy your Client ID from the "CREDENTIALS" section > "API KEY (CLIENT ID)".

Sign in to Adobe Developer Console and click on one of your projects using the Adobe Photoshop product. To copy your IMS URL, in the left menu click "CREDENTIALS" > "OAuth Server-to-Server" and under "Generate Access Token" hit "View cURL command". 

Your IMS URL is `https://1234.adobelogin.com/ims/token/v3` if the cURL command starts with `curl -X POST 'https://1234.adobelogin.com/ims/token/v3'`.

Note that Adobe may provide add different URl depending on your region, or environment.
